The objectives of the scheme for the transport sector in France and at European level​

Understanding the mechanism for the transport sector in France :

The Energy Savings Certificate (ESC) scheme is one of the main instruments of France’s energy demand management policy.

For the transport sector, it contributes to the objectives of the country’s national low-carbon strategy, namely to double the proportion of modal shift from 9% to 18% by 2030, thus reaching the current European average.

The scheme encourages stakeholders in the transport sector to adopt more environmentally-friendly practices in their activities, and reduce their dependence on fossil fuels.

In France, the mechanism mainly concerns roadrail, river and maritime transport companies , as well as any company involved in transport or with a fleet of vehicles (industry, public works, logistics, mass retail, commerce, etc.).

With intermodal transport, the financial help scheme has been extended to energy savings made outside France :

In France, during consultations between the parties involved and the Ministry of Ecological Transition to validate the scope of the CO2 savings made through intermodal transport, it seemed obvious to take into account the incoming and outgoing flows made by companies based in France.

For this reason, it was decided in 2014 to include in the calculation of energy savings for French transporters : flows departing from or arriving in border countries, provided that they include a departure from or arrival at a combined transport terminal in France.

 

In addition, financial help has been extended to transport companies based outside France. This encourages them to opt for more sustainable modes of transport, such as intermodal transport, when transferring goods to France. This helps to reduce the CO2 emissions generated in France by the incoming and outgoing flows carried out by foreign road transporters.
